Heavy ball hanging, security hinges on the iron chain?

Recently, the reporter next to the oil passing through Suxian North Bridge, I saw a mottled iron chains are hanging at the top of the heavy ball, under the sway in the wind blowing. Oil bridge was built a few years, nearby residents suggested authorities check the chain is solid, or remove the heavy ball, to prevent security incidents.
